An early advocate of this way of working, Public Voice co-produced a report, “The Principles of Co-Production” with experts by experience in the Planning and Oversight Group in Haringey. This was adopted by Haringey Council Cabinet in 2017, and led to the creation of the Joint Partnership Board.
The Joint Partnership Board was set up to ensure that vulnerable groups in Haringey have a voice in the way health and social care services are provided. It brings together voices from residents who are carers, Disabled people, older people and many other groups who face health inequalities, working collaboratively with commissioners of health and social care services.
Public Voice was commissioned by Haringey Council to establish and support the running of the Joint Partnership Board and its Reference Groups from 2017. During this time, the Board and its members were able to achieve significant changes and improvements in local services. In 2026, after overseeing a strategic reshaping of the Board’s governance and membership, Public Voice transferred the Joint Partnership Board to a local Haringey charity, to support the Board and its members on an ongoing basis.
Reference Groups
The Joint Partnership Board consisted of six independent Reference Groups formed of NHS and Adult Social Care service users from a wide range of services in Haringey. The Reference Groups represented the interests of specific user groups to ensure their voices are heard and their particular needs and aspirations are taken into account.
The Reference Groups were:
- Autism
- Older People
- Physical Disability
- Dementia
- Severe and Complex Learning Disability
- Carers
